LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

May 21, 2009

TO:
Honorable Joe Straus, Speaker of the House, House of Representatives

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB422 by Guillen (Relating to information provided to a person applying for a state tax permit or license.), As Passed 2nd House

No significant fiscal implication to the State is anticipated.

The bill would amend the Tax Code and require the Comptroller to include a warning statement on each application for a permit or license issued by the agency that other permits or licenses could be required by state agencies and local governments of the applicant. It is assumed that any additional costs associated with implementation of the bill could be absorbed within existing state resources.

The bill would take effect immediately upon enactment, assuming that it received the requisite two-thirds majority votes in both houses of the Legislature. Otherwise, it would take effect September 1, 2009.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
