LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

February 27, 2009

TO:
Honorable Burt R. Solomons, Chair, House Committee on State Affairs

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB463 by Eissler (Relating to swimming pool safety; providing a civil penalty.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require the Executive Commissioner of the Health and Human Services Commission to adopt rules related to pool safety. It would also require the Department of State Health Services to conduct an education program that would periodically notify pool owners about the state and federal safety standards, and describe methods to prevent drowning. It is assumed that the cost of adopting rules and the education program can be absorbed within existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
