No significant fiscal implication to the State is anticipated.
The bill would amend the Penal Code by clarifying the conditions of defense to prosecution for the offenses of indecency with a child, improper relationship between educator and student, sexual assault, and violations of the civil rights of a person in custody; improper sexual activity with person in custody. It is assumed that the bill would not significantly affect the operations of state or local government.
