No fiscal implication to the State is anticipated.
The bill would amend the Local Government Code to require a municipality with a population of more than 100,000, before the 21st day before the date the governing body of the municipality takes action to consider, review, and recommend the adoption of or amendment to a national model code governing construction, renovation, use, or maintenance of buildings and building systems in the municipality, to publish notice of those plans on its website. If five or more persons submit a written request, the governing body would be required to hold a public hearing on or berfor the 14th day before the date action is taken. A municipality would be required to delay implementing and enforcing an ordinance or code provision for at least 30 days after final adoption, unless such delay would cause imminent harm to the halth or safety of the public.
