LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

March 23, 2009

TO:
Honorable Yvonne Gonzalez Toureilles, Chair, House Committee on Agriculture & Livestock

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB568 by Miller, Sid (Relating to the slaughter and processing of livestock for use by certain child-care facilities.), As Introduced

No fiscal implication to the State is anticipated.

The bill would grant an exemption for a child-care facility that owns, raises, or participates in the raising of livestock from inspection of slaughtered animals used for food by the Department of State Health Services.

If the United States Department of Agriculture (USDA) determines that this exemption makes the Texas meat program not equal to the USDA program, then the state could lose federal funding (totaling $4.5 million per year) associated with meat inspection.

Local Government Impact

No fiscal implication to units of local government is anticipated.
