No significant fiscal implication to the State is anticipated.

The bill would amend Sections 531.019 (a) and (e) of the Government Code, as added by Chapter 1161 (HB 75), Acts of the 80th Legislature, Regular Session, 2007. The bill would extend administrative and judicial review of Health and Human Service Commission (HHSC) eligibility decisions on applications or cases relating to Chapter 31 of the Human Resources Code (relating to the Temporary Assistance for Needy Families (TANF) program) that are contested by an applicant for or recipient of those benefits.

 

HHSC, the Office of the Attorney General, and the Texas Workforce Commission (TWC) indicate minimal fiscal impact of implementing the provisions of the bill. 


Local Government Impact

Texas Workforce Commission indicates that the estimated costs to Local Workforce Development Boards (LWDBs) would be $45,756 per year to provide information regarding a TANF member's non-participation in employment and training programs for the administrative and judicial reviews.   TWC also assumes that they will provide TANF funding to the LWDBs to cover the requirements in the bill.
