No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code to specify that a state agency may not purchase a vehicle unless the vehicle is a plug-in hybrid electric vehicle (PHEV.) The provisions of the bill would not apply if a state agency determines that the cost over a five-year period to purchase and operate a PHEV of the type required by the agency is greater than the cost over a five-year period to purchase and operate a similar vehicle that is not a PHEV.

Because the legislation stipulates a cost-neutral scenario necessary to trigger the statutory requirement, there is no additional cost to the state in implementing the bill over current budgetary considerations.
