No significant fiscal implication to the State is anticipated.

The bill would amend statute and require the Texas Ethics Commission to develop rules concerning technical and clerical violations and adds sections concerning the filing of sworn complaints by state residents or property owners. The Ethics Commission indicates that any costs associated with implementation of the bill could be absorbed within existing resources.

No fiscal implication to units of local government is anticipated.
