TO: | Honorable Pete Gallego, Chair, House Committee on Criminal Jurisprudence |
FROM: | John S. O'Brien, Director, Legislative Budget Board |
IN RE: | HB789 by Thompson (Relating to a criminal justice policy impact statement attached to certain bills or resolutions.), As Introduced |
The bill would require the Legislative Budget Board to prepare a criminal justice policy impact statement for each bill or resolution that authorizes or requires a change in the sanctions applicable to adults convicted of a felony and establishes the type of information that must be included. The Legislative Budget Board currently prepares criminal justice impact statements on all bills authorizing or requiring a change in the sanctions applicable to adults convicted of felony crimes, but does not currently provide all of the information specified in the bill.
The bill would be effective immediately with a two-thirds vote of each house or if the necessary votes are not received, on September 1, 2009.
The Department of Public Safety responded that the provisions of the bill could impact the crime records services. It is anticipated that any additional costs could be absorbed within existing resources of the Department of Public Safety and the Legislative Budget Board.
