LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

April 1, 2009

TO:
Honorable Garnet Coleman, Chair, House Committee on County Affairs

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB793 by King, Phil (Relating to the authority to charge reasonable fees for emergency services performed by volunteer fire departments.), As Introduced

No fiscal implication to the State is anticipated.

The bill would authorize a local government entity that contracts with a volunteer fire department to provide emergency services to charge a reasonable fee for services performed by the department. The bill would also authorize a volunteer fire department that is not operating under a contract to directly charge a reasonable fee to persons for whom the department performs emergency services.

Local Government Impact

The revenue gain would vary by local government entity, depending on the amount of fees imposed and the success in collecting those fees. Any fees charged and collected would help offset costs associated with a contract for emergency services or for operations of the volunteer fire department and would be related to the specific usage of services.
