HB1052 by Mallory Caraway (Relating to the creation, powers, and duties of film districts.), As Engrossed

No fiscal implication to the State is anticipated.

The bill would authorize a municipality with a population of 250,000 or more to create a film district to promote the film industry in a designated area in the municipality. The bill stipulates the procedures for establishing a district, which would include holding a hearing prior to creating the district. The district would be required to have a board of directors, who would not receive compensation but would be entitled to reimbursement for actual and necessary expenses. The district would be authorized to offer incentives to promote the film industry. The district would be authorized to accept a donation or grant, or to borrow money from any person for any district purpose. All or any part of the district would be eligible to be included in a tax increment reinvestment zone.


Local Government Impact

A municipality would initially incur costs associated with holding a hearing; however, it is anticipated that those costs would not be significant. It is assumed that if a district is created, it would seek financial resources sufficient to meet the district's purposes.
