No fiscal implication to the State is anticipated.

Under current law, the University of Houston - Victoria is an upper level institution that can offer courses only at the junior, senior and graduate level. Provisions of the bill would allow the University of Houston - Victoria to operate as full undergraduate and graduate institution.

The university reports that it will use internal funds to cover anticipated program investments for the first two years. It is assumed that when the institution begins offering courses at the freshman and sophomore level it will collect tuition and fees to cover expenses for the programs, and it is assumed that a portion of the costs will eventually be financed through formula funding.

No fiscal implication to units of local government is anticipated.
