FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

April 10, 2009

TO:
Honorable Lois W. Kolkhorst, Chair, House Committee on Public Health

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB1067 by Naishtat (Relating to a memorandum of understanding between certain authorized entities to share suicide data that does not identify a deceased individual.), Committee Report 1st House, Substituted

No fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code to authorize certain local entities to enter into a memorandum of understanding (MOU) to share statistical suicide data that does not identify the deceased individual. The bill stipulates what data must be included. The data would not be considered confidential and the entities that entered into the MOU may publish the data or post it on an Internet website. Neither the entities nor their employees or agents would be civilly or criminally liable for receiving, providing, or making public the data shared.

Local Government Impact

It is assumed that the authorized entities would enter into a memorandum of understanding only if existing resources were available for any associated costs.
