No significant fiscal implication to the State is anticipated.
The bill would amend the list of entities in Section 42.041(b), Human Resources Code, that are exempt from the Department of Family and Protective Services' child-care licensing requirements in Section 42.041(b) by adding certain elementary-age recreational programs. DFPS indicates that any costs to implement the provisions of the bill could be absorbed within existing resources and that, since some recreational programs are already exempt by DFPS rule, the increase in exemptions would not result in a significant decrease in state revenue from licensing fees.
