HB1255 by Lewis (Relating to an interlocal contract for a relief highway route around certain municipalities.), As Engrossed

No fiscal implication to the State is anticipated.

The bill would authorize the governing body of a municipality located in a county in which is located a facility licensed to dispose low-level radioactive waste to enter into an interlocal contract with the county for the construction and maintenance of a relief highway route around and outside the boundaries of the municipality. The municipality would be authorized to expend municipal funds and to issue certificates of obligation or bonds to pay for expenses associated with a relief highway route.

According to the Texas Commission on Environmental Quality, the agency has reviewed only one application for a low-level radioactive waste disposal facility, and that is in Andrews County. The license is pending issuance once condemnation of the property is completed.


Local Government Impact

Currently, the bill would affect only a facility located in a municipality within Andrews County.

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
