No significant fiscal implication to the State is anticipated.

The bill requires general academic teaching institutions to amend their written admission policy to promote the admission of undergraduate transfer students to the institution. It would require that, of the number of undergraduate students enrolled at the institution, at least 33.3 percent are transfer students who have completed at least 15 semester credit hours at a junior college. The percentage of 33.3 would apply to the fall 2014 fall semester. For fall 2012 and 2013, the percentage requirement of transfer students would be 30 percent. On application of a general academic teaching institution, the Higher Education Coordinating Board may waive or modify the requirement if the board determines that it would impose an undue hardship on the institution. Any costs associated with the legislation will be absorbed by the institutions. The section would expire January 1, 2014.
