FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

April 27, 2009

TO:
Honorable Rob Eissler, Chair, House Committee on Public Education

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB1281 by McClendon (Relating to the inclusion in the foundation curriculum for public schools of instruction in certain skills development to prepare students for adult responsibility.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would have fiscal implications for the operations of the TEA related to travel expenses for advisory panel members and to costs associated with revision of the TEKS to include the new curriculum.  The agency estimates a cost to implement the bill over the first two years to be approximately $93,300.

Local Government Impact

School districts would be required to provide instruction in the adult responsibility curriculum for kindergarten through grade 5 beginning with the 2012-2013 school year, grades 6 through 8 beginning with the 2014-2015 school year, and grades 9 through 12 beginning with the 2016-2017 school year.

School districts may incur administrative costs to implement the new curriculum. Costs would vary widely and depend on the advisory panel's decisions related to the new curriculum.
