TO: | Honorable Rob Eissler, Chair, House Committee on Public Education |
FROM: | John S. O'Brien, Director, Legislative Budget Board |
IN RE: | HB1313 by Giddings (relating to the assignment of a public school student to an uncertified teacher. ), Committee Report 1st House, Substituted |
The bill would prohibit school districts from assigning students in grades kindergarten through 6 for two consecutive years to teachers who are not appropriately certified.
The bill would prohibit school districts from assigning students in grades seven through 12 for two consecutive years in courses subject to state assessment to teachers who are not appropriately certified.
In either case, the prohibition does not apply if a parent or guardian and a counselor or school administrator agree that the assignment is appropriate or if it is the first year a student transfers into a school district.
The bill would authorize the commissioner of education to provide a waiver of provision based on a finding that extreme circumstances in the district warrant the waiver.
