No significant fiscal implication to the State is anticipated.

The bill makes modifications to the diabetes mellitus registry pilot project required by House Bill 2132, Eightieth Legislature, Regular Session, 2007. The bill requires the Department of State Health Services to issue a report on the diabetes mellitus registry pilot no later than December 1, 2010. The report shall include an evaluation of the effectiveness of the pilot and a recommendation to continue, expand, or eliminate the pilot program.

 The agency indicates any cost can be absorbed within existing resources.
 
The act would take effect September, 1, 2009 and would expire September 1, 2011.


Local Government Impact

The bill would require a public health district that serves an area with a population of less than two million, and contains a municipality with a population of over one million to participate in a diabetes mellitus registration pilot program if selected by the department. The department and the participating public health district would be required to create an electronic registry to track data related to diabetes mellitus for the pilot program.

The fiscal impact to a participating public health district could be significant depending on costs associated with creating and maintaining an electronic registry, and tracking information related to the diabetes mellitus program.
