No significant fiscal implication to the State is anticipated.
The bill would amend the list of entities in Section 42.041(b), Human Resources Code, that are exempt from the Department of Family and Protective Services' child-care licensing requirements in Section 42.041(b) by adding certain programs that include instruction in a single area for less than three hours a day. DFPS indicates that any costs to implement the provisions of the bill could be absorbed within existing resources and that, since programs providing less than two hours of instruction are already exempt by DFPS rule, the increase in exemptions would not result in a significant decrease in state revenue from licensing fees.
