IN RE:
HB1423 by Guillen (Relating to granting charters to public junior colleges for open-enrollment charter schools.), As Introduced
No significant fiscal implication to the State is anticipated.
To the extent that open-enrollment charter schools operated by public junior colleges may enroll some students who would not otherwise enroll in public school districts or open-enrollment charter schools, there would be fiscal implications for increased Foundation School Program costs of approximately $5,150 per weighted student. Current law permits public senior universities to receive charters and operate open-enrollment charter schools. To date, only a small number of such charters have been sought and granted. Assuming that applications for charters made by public junior colleges would follow a similar pattern, the immediate fiscal impact to the state would be expected to be minimal.
Local Government Impact
No significant fiscal implication to units of local government is anticipated.
