LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

May 15, 2009

TO:
Honorable Robert Duncan, Chair, Senate Committee on State Affairs

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB1448 by Allen (Relating to the requirements for voter registration.), As Engrossed

No fiscal implication to the State is anticipated.

The bill would modify the Election Code requiring a voter registration application to include a driver's
license number or personal identification number (PIN) issued by the Department of Public Safety, and the last four digits of an applicant's social security number if the applicant does not have a driver's license or PIN. Under current law, a voter registration application could include a statement indicating the applicant did not have a social security number.

The bill would take effect immediately if it receives a vote of two-thirds of all members elected to
each house. If the bill does not receive the votes required to pass, the bill would take effect September
1, 2009.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
