TO: | Honorable Todd Smith, Chair, House Committee on Elections |
FROM: | John S. O'Brien, Director, Legislative Budget Board |
IN RE: | HB1448 by Allen (Relating to the requirements for voter registration.), As Introduced |
The bill would modify the Election Code requiring a voter registration application to include a driver's license number or personal identification number issued by the Department of Public Safety, and the last four digits of an applicant's social security number. Under current law, a voter registration application could include a statement indicating the applicant did not have a social security number.
The bill would take effect immediately if it receives a vote of two-thirds of all members elected to each house. If the bill does not receive the votes required to pass, the bill would take effect September 1, 2009.
