LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

May 11, 2009

TO:
Honorable John Carona, Chair, Senate Committee on Transportation & Homeland Security

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB1556 by Ortiz, Jr. (Relating to local public health and public safety alerts.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would add Government Code, Section 418.190, Local Public Health and Public Safety Alerts, which would require the Division of Emergency Management and the Department of Transportation (TxDOT) to develop a system for municipalities and counties to issue local public health and public safety alerts through an existing system of dynamic message signs.  The bill would take effect on September 1, 2009.

This analysis assumes, for both the Department of Public Safety and TxDOT, the provisions in the bill could be absorbed within current appropriations.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
