The bill would amend the Occupations Code to exempt from requirements related to construction of certain public works a building or other facility that is occupied exclusively by a volunteer fire department in a county with a population of 80,000 or less and that is not routinely used by the public.
The bill would in effect allow construction of certain public works in smaller counties by the state or a political subdivision without having to have engineering plans, specifications, and estimates prepared by an engineer and without having the engineering construction performed under the direct supervision of an engineer. This exemption would provide a savings in the costs of a construction project. It is not anticipated that the state would construct a public work affecting a building occupied by a volunteer fire department; therefore, the fiscal implications are expected to affect local government entities only.
