No significant fiscal implication to the State is anticipated.

The bill would amend the Local Government Code to prohibit the Texas Department of Transportation (TxDOT) from penalizing a certain county with a reduction in traditional transportation funding because of the imposition of an additional transportation funding source the county would be authorized to utilize under provisions of the bill. The bill lists the different additional transportation funding methods a county could impose if approved by the voters.

TxDOT reports that of the proposed funding methods, the only fees that would be collected through TxDOT's Registration and Title System would be the county motor vehicle registration fee and the roadway impact fee. Based on analysis by TxDOT, if the county were to impose those fees, it is assumed any agency costs associated with implementation could be absorbed within existing resources.


Local Government Impact

Based on the applicability criteria, the bill would affect Bexar County only.

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
