LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

March 9, 2009

TO:
Honorable Dan Branch, Chair, House Committee on Higher Education

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB1676 by Eissler (Relating to the automatic admission of undergraduate students to a general academic teaching institution that is a component institution of a university system.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Texas Education Code Section 51.803, relating to automatic admission of undergraduate students to general academic institutions that are components institutions of a university system. The bill would authorize governing boards of university systems to create a system-wide admissions system. Applicants would rank-order member institutions in the system and system officials would try to match applicants to institutions in the order of preference.

There would be no significant fiscal impact on the state as the bill would not affect overall state enrollment in institutions of higher education.

Local Government Impact

No fiscal implication to units of local government is anticipated.
