No fiscal implication to the State is anticipated.
The bill would stipulate that a political subdivision causing artificial recharge of the Edwards Aquifer is entitled to withdraw an amount of water actually injected or artificially recharged to account for that part of the artificially recharged water discharged through springs and to compensate the Edwards Aquifer Authority in lieu of user's fees. A political subdivision would also be entitled to be compensated by the authority for the cost of operating any facility that is causing artificial recharge of the acquifer. A combination of withdrawals and compensation may be made.
