No significant fiscal implication to the State is anticipated.

The bill would amend the Parks and Wildlife Code to require the Texas Parks and Wildlife Department (TPWD) provide written notice to persons holding certain TPWD-issued permits of proposed permit fee increases that are at least two times higher than the current fee at least 90 days before any permit fee increases go into effect.  The bill would apply to permits for trapping, transporting, and transplanting game animals and game birds, deer breeders, or deer management.  According to TPWD, any additional mailing costs associated with notifying permit holders under circumstances defined in the bill could be absorbed within the department's current resources.  The bill would take effect September 1, 2009.
