TO:
Honorable Mark Strama, Chair, House Committee on Technology, Economic Development & Workforce

FROM:

IN RE:
HB1858 by Eiland (Relating to suspension of the unemployment compensation waiting period requirement during a disaster subject to a federal disaster declaration.), As Introduced

Implementation of this bill would have an impact to the Unemployment Trust Fund of $1,645,801 each year for FY 2010-14, totaling $8,229,007 over the five-year period.

The bill would amend the Labor Code relating to suspension of the unemployment compensation waiting period requirement during a disaster subject to a federal disaster declaration.  According to the Texas Workforce Commission, changes would need to be made to update the UI Benefits System to allow for payment of the waiting week in qualifying circumstances.  The Texas Workforce Commission indicates that any costs associated with the bill could be absorbed within the agency’s existing resources.

In addition, it is assumed that implementation of this bill would have an impact to the Unemployment Trust Fund of $1,645,801 each year for FY 2010-14, totaling $8,229,007 over the five-year period.

Local Government Impact

No fiscal implication to units of local government is anticipated.
