The bill would amend the Agriculture Code to create the Equine Incentive Program. The program would be administered by the Department of Agriculture (TDA) to provide an incentive for the owners of certain show horses to enter the horses as participants in horse shows in this state. The bill would require TDA to collect a fee of not less than $30 from owners participating in the program. Five percent of the revenue collected for this purpose would be used to administer grant equine incentive awards to the owners of eligible foals that participate in horse shows in this state.
The bill would take effect September 1, 2009.
