No significant fiscal implication to the State is anticipated.

The bill would amend the Agriculture Code to create the Equine Incentive Program. The program would be administered by the Department of Agriculture (TDA) to provide an incentive for the owners of certain show horses to enter the horses as participants in horse shows in this state. The bill would require TDA to collect a fee of not less than $30 from owners participating in the program. The revenue collected for this purpose would be used to grant equine incentive awards to the owners of eligible foals that participate in horse shows in this state.

Since the grants that would be awarded under this program would be offset by revenue collected for this program, implementing the provisions of the bill would not have a significant fiscal impact to the state.

The bill would take effect September 1, 2009.
