No significant fiscal implication to the State is anticipated.
The bill would amend the Government Code and Penal Code by allowing persons with a concealed handgun license to carry a concealed handgun while on the campus of a public or private institution of higher education. The bill would allow a private or independent institution of higher education to adopt rules concerning the carrying of a concealed handgun on the premises of the institution. The bill also would remove liability in certain related situations from institution of higher education and their employees. The bill places no specific requirements on state agencies; however, higher education institutions anticipate the need for training for campus law enforcement officers and the need for storage facilities and policies related to the storage of handguns in residential facilities. The additional costs related to the bill are not expected to be significant.
