No significant fiscal implication to the State is anticipated.

The bill would amend the Section 39.101(b) of the Utilities Code and establish that a customer is entitled to a written contract with a service provider, on a standard form approved by the Public Utility Commission (PUC), that provides the consumer with sufficient information to make an informed choice of service provider. The PUC would be required to adopt rules and develop standard form contracts.

The PUC indicates it could absorb the costs associated with the bill within its current resources.
