LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

March 19, 2009

TO:
Honorable Allan Ritter, Chair, House Committee on Natural Resources

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB1917 by Fletcher (Relating to the creation of the Harris County Municipal Utility District No. 478; providing authority to impose a tax and issue bonds; granting a limited power of eminent domain.), As Introduced

No significant fiscal implication to the State is anticipated.

As part of the creation of the Harris County Municipal Utility District No. 478, the bill would authorize the owner or owners of a majority of the assessed value of the real property in the district to submit a petition to the Texas Commission on Environmental Quality requesting the agency to appoint temporary directors of the district.

Any costs associated with appointing temporary directors can be absorbed within the agency's existing resources.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
