LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

April 1, 2009

TO:
Honorable Patrick M. Rose, Chair, House Committee on Human Services

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB1970 by Gutierrez (Relating to the minimum standards for operators and employees of child-care facilities and family homes.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require that minimum standards set by the Department of Family and Protective Services (DFPS) for licensed child-care facilities include the following: 1) that food served meets federal nutritional guidelines (DFPS would collaborate with the Department of Agriculture to develop these standards), and 2) training standards that address a child-care provider's role in preventing obesity in children. Both DFPS and the Department of Agriculture indicate that costs associated with implementing the provisions of the bill would be minimal and could be absorbed within existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
