No significant fiscal implication to the State is anticipated.

The bill would amend Section 502.1725, Transportation Code, to add other counties to those that are authorized to impose an additional county fee on registration of a vehicle. The bill would clarify that if a county imposes an additional fee and the county includes a regional mobility authority, the county would be required to send the fee revenue to the authority to fund long-term transportation projects in the county.

The Texas Department of Transportation (TxDOT) collects the additional fee if a vehicle must be registered directly with the department and submits the fees collected to the regional mobility authority of a county; under provisions of the bill, if the county does not include a regional mobility authority, the department would send the fees to the county treasurer to be credited to the county public transportation fund.

Based on analysis by TxDOT, it is assumed that costs associated with implementation could be absorbed within existing resources.


Local Government Impact

According to TxDOT, the two counties that would be added by the bill would experience a combined total revenue gain of $32,469,830: El Paso County, $30,156,420, and Val Verde County, $2,313,410.
