No significant fiscal implication to the State is anticipated.

The bill would require an applicant for an original dealer general distinguishing number (GDN) who proposes to be an independent motor vehicle dealer and who does not hold another type of GDN to submit to the Texas Department of Transportation (TxDOT) evidence that the applicant has completed a basic dealer education course approved by TxDOT. The bill would authorize TxDOT to approve dealer education courses that meet certain specifications prescribed by the bill. The bill would require the holder of a GDN as an independent motor vehicle dealer to complete a TxDOT-approved dealer education course not later than the 180th day after the date TxDOT approves a dealer education course as prescribed by the bill.

Based on the analysis of TxDOT, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within existing resources.
