LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

April 1, 2009

TO:
Honorable Jim Keffer, Chair, House Committee on Energy Resources

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB2194 by Christian (Relating to the goal of installing additional capacity for generating renewable energy.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require the Public Utility Commission to adopt rules to establish a minimum annual renewable energy requirement, including a minimum annual requirement for the installation of generating capacity from renewable energy technologies other than wind energy technologies. The bill would also require the Public Utility Commission to adopt rules specifying reasonable performance standards that all renewable capacity additions must meet to qualify as meeting the goal of the bill.

The Public Utility Commission anticipates any additional work resulting from the passage of the bill could be reasonably absorbed within current resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
