No significant fiscal implication to the State is anticipated.
The bill would establish an adoption review committee consisting of nine members, including four members appointed by the Executive Commissioner of Health and Human Services and five members appointed by the Governor. It would require the Department of Family and Protective Services in conjunction with the adoption review committee to conduct and report on an extensive review of the foster care system. The report would be due by December 1, 2010, and the committee would be abolished on September 1, 2011. The agency indicates any cost to implement provisions of the bill would be minimal and can be absorbed within available resources.
