FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

May 14, 2009

TO:
Honorable John Whitmire, Chair, Senate Committee on Criminal Justice

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB2580 by Frost (Relating to the establishment of a peace officer employment opportunity Internet website by the Texas Workforce Commission. ), Committee Report 2nd House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend the Labor Code by requiring the Texas Workforce Commission (TWC) to develop, maintain, and promote a statewide employment opportunity website to facilitate public awareness of peace officer employment opportunities, and help the exchange of information between individuals seeking employment as peace officers.  The bill would require TWC to contract with the Texas Commission on Law Enforcement Officer Standards and Education (TCLEOSE) to develop and provide technical assistance related to a license verification interface.  The bill would also provide guidelines for integrating a peace officer job matching database into TWC's existing Labor Exchange System if available funding for the statewide employment opportunity website is not available.  The bill would take effect immediately if it is passed by two-thirds votes of all members of each house. Otherwise, the bill would take effect on September 1, 2009.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
