The bill would amend Section 32.067, Human Resources Code, to assure that a licensed nurse practitioner or a physician assistant is permitted to authorize the provision of home health services to individuals in the Medicaid –Comprehensive Care Program (Medicaid-CCP) to the extent allowed by state law.
The bill would require the Health and Human Services Commission to seek any necessary federal waivers or authorizations required and allows for delay in implementation pending approval. The bill would take effect September 1, 2009.
Since persons who are eligible for the Medicaid-CCP program are entitled to receive medically necessary services, it is assumed that the change would not significantly impact the number of people or number of services provided in the program. Therefore, the bill would not have a significant fiscal impact. It is assumed that federal matching funds would fund approximately 58 percent (non-Stimulus Medicaid matching rate) of any new costs as a result of caseload or service increases.
