The bill would add Section 271.1821 to Chapter 271, Local Government Code, to authorize the use of design-build procedures for construction, rehabilitation, alteration, or repair of projects undertaken by a municipally owned combined utility (electric, water, and wastewater) located in an economically distressed area within 30 miles of the Gulf of Mexico and within 50 miles of the Texas-Mexico border.
