LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

April 19, 2009

TO:
Honorable Tommy Merritt, Chair, House Committee on Public Safety

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB2793 by Homer (Relating to the issuance of an original or renewal driver's license to certain persons younger than 18 years of age.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code (Chapter 521) by stating the Department of Public Safety (DPS) may not issue an original or renewal license to an applicant who is at least 17 years old and holds a provisional license unless the applicant provides information to DPS about successfully completing a driver education course. The bill would take effect September 1, 2009.

This analysis assumes any additional Department of Public Safety costs for the provisions of the bill can be absorbed within current appropriations.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
