The bill would repeal Texas Education Code, section 39.0234, which requires that state assessments be capable of being administered by computer and that the Texas Education Agency (TEA) determine a timeline for enabling all school districts to administer assessments by computer.
TEA estimates that any cost savings associated with eliminating computer-based testing capability would be offset by the cost of delivering paper-based assessments for no net fiscal impact.
