LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

April 14, 2009

TO:
Honorable Jim McReynolds, Chair, House Committee on Corrections

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB2816 by Madden (Relating to the deduction of membership fees for correctional employee organizations from a state employee's salary.), As Introduced

No fiscal implication to the State is anticipated.

The bill would amend Chapter 659, Government Code, by adding a new employee organization category for payroll deduction.  The new category would include a state employee organization with a membership of at least 2,000 individuals who are employed or were formerly employed by the Texas Department of Criminal Justice.

The bill as introduced is expected to have no fiscal impact on the Office of the Comptroller since authority already exists for payroll deductions to certain employee organizations; any changes to procedures to administer the deduction to new entities would be minimal.

Local Government Impact

No fiscal implication to units of local government is anticipated.
