No significant fiscal implication to the State is anticipated.
The bill would require the Department of Criminal Justice (TDCJ) and the Youth Commission (TYC) to ensure that on a preprinted or computerized form, a sufficient number of categories for race and ethnicity exist to adequately reflect the race or ethnicity of the inmate or the youth. Required changes to preprinted or computerized forms would be required to be made by January 1, 2010. The bill would require that TDCJ and TYC document race or ethnicity as stated by the inmate, the youth, or the youth's parent or guardian. The bill would take effect September 1, 2009.
The Texas Department of Criminal Justice and the Texas Youth Commission have determined that the cost of implementing the bill would not be significant.
