LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

April 1, 2009

TO:
Honorable Joseph Pickett, Chair, House Committee on Transportation

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB3197 by Flynn (Relating to the tourist-oriented directional sign program.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require the Texas Department of Transportation (TxDOT) to install a tourist-oriented directional sign (TODS) not more than 90 days after a contract is executed. Additionally, a recreational vehicle park or camping area may choose to erect a general service sign in lieu of a TODS at a cost to the facility not to exceed $250 per sign.

The bill would require the fee structure for TODS signs to be based on the size of the facility as determined by annual receipts of the facility; increase the percentage of TODS revenues remitted to the department to 25 percent from 10 percent; and would require TxDOT to use the TODS revenues to compete an annual destination survey to determine where tourists reside in this state.

Based on the analysis of the TxDOT, it is assumed any additional costs or duties associated with implementing the provisions of the bill could be absorbed within existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
