LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

April 10, 2009

TO:
Honorable Lois W. Kolkhorst, Chair, House Committee on Public Health

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB3231 by Davis, John (Relating to clarification of legislative intent regarding enrollment of newborns in Medicaid managed care plans and validating related acts and decisions.), Committee Report 1st House, Substituted

No fiscal implication to the State is anticipated.

The bill would clarify state law relating to the enrollment of newborn infants into the state Medicaid program's managed care plans, and would repeal the provision for temporary assignment of Medicaid-eligible newborn infants to the traditional fee-for-service component of the program. The Health and Human Services Commission assumes that there would be no fiscal impact from the bill because the bill clarifies current practice.

Local Government Impact

No fiscal implication to units of local government is anticipated.
