No significant fiscal implication to the State is anticipated.

The bill would require the Higher Education Coordinating Board to conduct a study to identify and recommend methods of prioritizing the award of TEXAS grants to eligible students to ensure the most effective use of the money available under the program. The Higher Education Coordinating Board would report the results of the study to the governor, lieutenant governor, speaker of the house of representatives, and presiding officer of each legislative standing committee with primary jursidication over higher education by December 1, 2010. Provisions of the bill would be implemented within existing resources.
